Property Tax Hikes Here to Stay?

While many are trying to stretch their dollars and pinch their pennies to cope with a recession that is over according to the pundits and politicians, the City of Victoria has its own “Happy New Year” gift to its 78,000 residents.
 
 
This little bit of “lagniappe” comes in the form of a 4.3 percent hike in property taxes this year, (or roughly an extra $17 per 100,000 in assessed property values), in spite of the fact that there are no plans for new city programs or services.
 
But wait, there’s more belt-tightening news on the way for taxpayers. They can expect to shell out a compounded tax increase of 24 percent or more over the next five years to the City, which will likely dwarf the expected provincial and federal government tax dollars from individuals needed to pay for a ballooning public deficit and debt. And, word has it that the economists expect consumers to step up to the plate and spend like there’s no tomorrow, not to mention mortgage their futures in order to save an ark filled with termites. Sounds like a great plan eh?
 
The city currently operates on an annual budget of $190 million, of which close to half represent salaries and benefits for city staff and police, while the remainder is devoted to sustaining its physical operations.
 
The capital city of British Columbia is certainly a jewel in the eye of its many millions of tourists, but it desperately needs more funds to finance a host of infrastructure projects worth hundreds of millions of dollars such as seismic upgrades to city facilities, repairs to its century old sewage pipes, not to mention refurbishments of a blue bridge and perhaps the Crystal Pool.
 
How to finance operating expenses that continue to grow faster than inflation and that are quickly depleting the city’s reserve fund, is a dilemma that elected officials, city staff and taxpayers must grapple with during the month of March (which is when the city’s budget is reviewed).
 
Maybe it’s time to dust off those hair-brained ideas, you know the new diamond-studded downtown destination spot, yup, that 24-hour-a-day floating casino in the Inner Harbor? Perhaps Disney could help us turn Beacon Hill Park into a fun-filled “heritage” theme park, (plus one humongous map of BC)? Or, how about demolishing all those dilapidated apartments in James Bay and replacing them with multi-million dollar high-rise condos, that’s right the ones with those panoramic views minus the cruise ships for those folks fleeing from the blizzards, bears and badlands of Alberta?

Royal BC Museum Upgrade

The Royal BC Museum, a well-known tourist destination in the City and a prominent landmark in the neighborhood of James will be undergoing a multi-million dollar makeover.

Built in 1967, the museum has hosted more than 30 million visitors. Over the next year, the museum will undergo a six million dollar upgrade of its electrical systems to improve the temperature and humidity levels. These systems are critical to preserving the museum’s significant collections which focus on the human and natural history of British Columbia and temporary exhibits from other countries and cultures.

The Museum, located at 675 Belleville Street, will be open daily from 10:00 am – 5:00 pm. It is expected that the construction project will be completed by March 2011 with mininimal impact on operations of the museum during the next 12 months.

James Bay Motorists Get Gas Break

Victoria motorists, including those living in the James Bay neighborhood got a gas break yesterday — below $1.00 a litre. 

Our local gas station located at 308 Menzies Street (t: 250.383.3612) posted 97.9 cents a litre for regular gas, a drop of 4.9 cents than the previous day.

Of course if you want to keep an eye of fares for fuel, you should probably check out Victoria Gas Prices. Aren’t you lucky you don’t live in Labrador City, Newfoundland & Labrador where the price at the pump reached $1.203/litre this week. Of course ex-patriots from Alberta who’ve flocked to Victoria to escape the rigors of the cold climate in winter, dearly miss the lowest gas prices in the country now — 88.9 cents a litre in Edmonton and Lloydminster!

It seems that crude il prices are likely to grow slowly and steadily as the global economy improves. The current recession has however reduced demand for gas, while we are experiencing a surplus in refining capacity. Inventories of wholesale gas appear to be strong suggesting that we may see some price stability at least over the spring period which should lift the spirit of drivers sorely in need of some upbeat news!

Now if you’re like Maxine, the mad maven in illustration above, you might want contact our City Councillor – Pam Madoff (City Hall Tel: 250.361.0221 or Home Tel: 250.384.6971) or the City Engineering Department (Tel: 250.361.0400) to request that they fill in the potholes and pave the streets properly so that we may enjoy a quality of life befitting those who live in the city’s oldest neighborhood. Remember, paradise is but a phone call away!

Public Perspective Sought on the Capital Regional District’s Growth Strategy

The Capital Regional District (CRD), established in 1966, is a federation of 13 muncipalities comprised of Central Saanich, Colwood, Esquimalt, Highlands, Langford, Metchosin, North Saanich, Oak Bay, Saanich, Sidney, Sooke, Victoria, and View Royal, plus three electoral areas including Juan de Fuca, Southern Gulf Islands, and Salt Spring Island.
 
The CRD is conducting a public consultation forum here in James Bay on Thursday, February 4, 2010 to gather views on what individuals think makes a livable and sustainable region.
 
Designed as an interactive event, (using MetroQuest’s innovative planning tool), participants will have a hand in shaping the future of the region which is home to approximately 350,000 people.
 
Whether individuals wish to attend this session in person or participate online, they will have a chance to “vote” on options for managing regional issues such as transportation, housing, and future growth locations.
 
This might well be of interest to those who are looking for effective ways to gather feedback from residents on issues such as transportation and housing, as well as amenities and services for the City of Victoria as well James Bay both of which will be updating their Official Community Plans in the near future.

Ho Ho Ho Holiday Events in James Bay!

James Bay is a pretty entertaining if not eclectic place to get into the ho ho ho holiday spirit.
 
Let’s face it, there’s plenty to keep you busy, especially if you’re an outdoor enthusiast and nature lover. Why not try roasting chestnuts, marshmallows or weiners on an open fire down on the beach below Holland Point or perhaps on the low tide gravel and sand bars around Ogden Point? What do you mean you’re bored looking through your binoculars for a sleigh pulled by some very red-nosed reindeers and a merry man in a rotund red-suit with a long white beard yelling ho-ho-ho at the top of his lungs?
 
On the other hand, you’re probably more interested in some fun and frolic during this wonderful winter season.

Community Connections Can Make All The Difference!

It is said that it takes an entire village to raise a child. So, what would that village look like without those willing to share not only their wit and wisdom, but also their valuable stories and lessons learned about the seasons of life?
James Bay New Horizons offers the opportunity for all generations to mix and mingle. The center which has just celebrated it’s 35th anniversary this year, welcomes not only senior members of the community who wish to participate in a wide variety of health, fitness, recreation programs and activities, not to mention cultural and social events, but JBNH also extends a helping hand to other members of the James Bay community wishing to organize their own events, meetings, or special occasions at our facility.
 
For a modest fee of $35 a year, members are entitled to a variety of complimentary services including: wireless Internet access, mail collection/telephone and message service, daily newspaper, library and meeting place, as well as discounted fax and photocopying as well as hot beverage services. In addition we offer a number of specialty services such as free seniors reassurance calls and blood-pressure clinics, as well as access to a modestly-priced meal program and snacks and entertainment at special events. Those looking for a helping hand to navigate the complex health care as well as other support systems, as well as those interested in community networking, finding volunteer or income-earning opportunities will certainly find an open door here.
 
While 2010 is sure to promise lots of excitement for winter sports enthusiasts, especially the Olympic Winter Games – be sure to sign up for our big-screen shows to enjoy the ceremonies as well as special the competitions. 2010 Olympic Torch Relay Begins in Victoria

On Friday, October 30th, Victoria, British Columbia will be hosting the launch of the Canada-wide Olympic Torch Relay leading up to the 2010 Olympic Winter Games to be held in Vancouver and Whistler, British Columbia, Canada beginning February 12, 2010.

Arriving from Olympia, Greece (the home of the Olympic Games), the Olympic Flame will begin its journey in the capital City of British Columbia and travel through the 13 muncipalilties that comprise the Capital Rgional District.

Day 1 of the Olympic Torch Relay will begin on Friday, October 30th at 9:30 am on the lawns of the Provincial Legislature. City of Victoria dignitaries will host an hour-long formal welcoming ceremony in Victoria’s Inner Harbour.

Throughout the day, Olympic Torch bearers will carry the flame through the streets of downtown Victoria, (and Victoria’s oldest neighborhood, James Bay). Best viewing spots include: Inner Harbour; Belleville Street between Menzies and Government Streets, Government Street to Pandora, Centennial Square, Capital Regional District Square, Chinatown, Wharf Street at Johnson Street.

In the evening, (from 5:30 pm – 7:30 pm) the Olympic Flame will make its way through the neighborhoods of Oak Bay and Fairfield and proceed along Dallas Road to Mile Zero around Beacon Hill Park, and along Government Street from Dallas Road to Belleville Street.

According to  Victoria’s Spirit website, the evening celebrations in the Inner Harbour are expected to attract some 50,000 visitors who will be treated to an extravaganza of entertainment, multicultural musical and artistic performances, as well as the presence of local luminaries, athletes and celebrities, topped off with state-of-the-art glow-stick products and a spectacular pyrotechnics finale.

Is Health Care An Expendable Item?

Following the recent budget cuts announced by the Vancouver Island Health Authority to tackle a $45-million budget shortfall, one might ask, "Is Health Care An Expandable Item", not unlike chessboard pieces?

Inspite of the fact that VIHA received an extra $95 million in provincial funding toward its $1.7 billion 2009/2010 budget, it still wasn’t enough to prevent seniors facility closures, to reduce long elective surgery wait lists, or to ensure an adequate number of beds for the mentally ill.

With more than half of the provincial government budget devoted to health care spending, there will be increasingly difficult choices to make in the future about how to balance the budget and how to meet the ever-increasing health care demands of the population.

While VIHA health executives indicate that balanced budgets will be a challenge over the next three years, in light of an anticipated 23 per cent increase in health care expenditures, they know that a higher demand for services from an increasingly aging population is outstripping their ability to meet the needs and expectations of the public.

James Bay, Victoria’s oldest neighborhood and one with the largest proportion of seniors population, is certainly not immune to the negative impact of the health care budget cuts.

It was announced that a $127,000 VIHA funding cut to the James Bay Community Project’s Primary Health Care Centre, will result in the elimination of one nursing position, leaving the facility with no nurses to provide care to approximately 2,650 individuals, of whom 650 are over the age of 75. 

Over the past few years, the clinic has faced significant funding cuts while facing increasingly complex case loads with the help of nurse practitioners. Last year however, in response to budget cuts, the Michigan Street Clinic had to eliminate these positions. Now, with the latest round of cruel cuts, many are wondering whether there are sufficient resources to sustain the operations of this much-needed facility in the community.

The idea behind the James Bay Community Project Clinic’s innovative non-profit model has been to integrate nurses, family physicians and other practitioners into a multidisciplinary team to manage chronic health conditions more prevalent among aging patients not to mention undertaking routine tasks such as patient charting and nutritional counselling as well as prescribing medications and ordering lab or diagnostic tests. In this model, the Ministry of health pays the clinic a lump sum fee per patient, rather than paying the physicians a fee for service, and the clinic has also received some additional funding to hire nurses over the past seven years. Not only was this model designed to improve patient health outcomes, but also to reduce pressures on the health-care system, resulting in less need for expensive hospital care.

On the one hand, we are told that as a society we face unprecedented challenges in providing quality health care in the face of soaring costs for highly-sophisticated medical equipment and testing procedures, skyrocketing health care salaries, not to mention providing multi-million subsidies for costly pharmaceutical products. On the other hand, we are told that it is our growing frail and elderly population over the age of 85 that has 10 times the health-care needs of a 40-year-old and consumes $20,000 in health-care resources annually.

The measure of progress in a society, it is said, can be judged on how we care for our most vulnerable members, be they young, be they elderly, or be they unable to care for themselves. It is through engagement of all citizens, in the concern, commitment, and care of one another as well as the health and the well-being of the community, that solutions will be found and new ways will be found forward.
